Ramsey, Coon Rapids attacks: 20-year-old charged after 2 teens targeted hours apart

A 20-year-old man, Oliver Joseph Butcher, has been charged after two teenagers were targeted hours apart in Ramsey and Coon Rapids, Minnesota, authorities say.[1]

Butcher faces attempted first-degree criminal sexual conduct, attempted kidnapping and second-degree criminal sexual conduct, court records show.[1] Investigators say he told them he intended to have sex with both teens and admitted involvement in both incidents.[1] In the Coon Rapids case, police allege he threatened a victim by saying "I have a gun," put her in a headlock, partially disrobed her and masturbated.[1]

Police used surveillance video, automated license plate reader data and cellphone location records to link Butcher and a Dodge Durango to both crime scenes, investigators said.[1] FOX 9 first reported an arrest in the incidents on Sunday.[2]

The station named Butcher and laid out the charges in a follow-up published Monday.[1] A judge set bail at $2 million without conditions, and Butcher remains in custody at the Anoka County Jail.[1]
