The Board of Immigration Appeals issued a final order denying Palestinian activist Mahmoud Khalil's appeal, a decision the Justice and Homeland Security departments have touted as part of a broader push against noncitizens involved in anti-Israel campus protests and grounded in a rarely used "Rubio determination" and alleged problems in his green-card application.
